Milksync and Outlook 2013 and Windows 8.1 (64bit)

I can't activate the addon in my Outlook 2013. it is deactivated in the addons section but when i activate milksync it does not stay that way.
(i have the same problem with the evernote plugin) - i tried all the steps in the support section but none of them helped. any tips? thank you.
